Reform for social management

Nanhai has made continuous reforms and reorganizations for further development. It speeds up the comprehensive reform on rural system and the reform on administrative system, popularizes the "separation between politics and economy", carries out the self-government of villages and joint government, makes the basic economic and financial condition more standardized and clearer by "two platforms", and greatly improves the village management and service level; it optimizes the administrative procedure and further improves the service performance. In 2012, Nanhai has simplified 300 administrative items with the simplification rate of 44.7%, and transferred 255 items to the lower level with the transfer rate of 62.3%. Besides, it uses the network as the main carrier for government service and communication with 50% businesses handled on line today.

The "Three Centers & One Platform" program of Nanhai District has integrated administrative service, government affairs service and social supervision functions, aiming at constructing a service-oriented government.

Service on basic social management

Villages are the tool and main platform for social management, and the foot point of social management is service. In 2012, Nanhai gives full authority to basic self-governing organization for service, leads and encourages the social, professional and marketed operation of public service, sets up the incubation platforms, and supports the development of social organizations to remarkably improvement of the social management and service quality of villages.

Nanhai carried out the overall reform on "separation between politics and economy" of villages in 2012, separated the operation of self-governing organizations and collective economic organizations, and lay out the new pattern with CPC party committee in charge of politics, village director for service and "chief of economic organization" for economy.
